When a user is renamed within the Google Apps Control Panel, as well as the through use of API, it can take up to 24 hours for the changes to be updated within the Google Apps Global Address list.
The one exception to this is if they have been added to a user's personal contacts. If a user has added them under 'My Contacts' this name is is set by the user and may not be updated unless the contact owner edits their contact name manually.
If you have requested a name change and are not seeing the change after the 48 hours, please let ISS know.
